The Magistrates and Town-Council of Edinburgh resolved to make St. Andrew’s Church a collegiate charge and to appoint the Reverend David Ritchie as second minister. Pursuer Patrick Cunningham, a dissenting council member, presented a bill of suspension against the resolution, arguing that the City could not afford the measure and that the appointment was unnecessary. The Defenders answered that the new appointment was proper and necessary.
